Judy Elliott of Harvard Drive said stormwater has flooded her home in 2006, 2013, 2018, and 2025, and that the drainage bottleneck was documented in a 2009 city stormwater study. She asked for interim mitigation now and inclusion of a full fix in the 2026-27 budget, saying her emails went unanswered because she threatened litigation.
